Sotsiaalkindlustusamet ja Sotsiaalministeerium ei täida seadusest tulenevat kohustust tagada erihoolekandeteenuseid psüühikahäiretega inimestele. Ehkki erihoolekande eelarve osakaal valitsussektori tegevuskuludest on püsinud, pole see taganud kättesaadavust, sest abivajajate arv kasvab. Valitsus ja Riigikogu on probleemidest aastaid teadnud, kuid otsusteni, mis tooksid kaasa muutusi, pole jõutud.

Riigikontroll otsis ülevaates vastust küsimusele, kas riigi korraldatud erihoolekandeteenused on kättesaadavad. „Lühike vastus on ei,“ tõdes Riigikontrolli auditijuht Rauno Vinni. „Intellektipuudega ja psüühikahaigustega inimestele mõeldud teenuskohtadest on suur puudus, inimeste arv erihoolekandeteenuste järjekorras on aastatel 2018–2024 kasvanud ligi kaks korda. Seejuures on järjekorrad ebamõistlikult pikad, ooteaja mediaanpikkus ulatub eri teenuste puhul 14 kuust kuni 53 kuuni,“ lisas ta.
